News Release – CMHA Manitoba and Winnipeg welcomes Teresa Dukes as Chief Executive Officer

Winnipeg, MB – October 22, 2025 – The Canadian Mental Health Association Manitoba and Winnipeg is pleased to announce the appointment of Teresa Dukes as Chief Executive Officer.

Teresa brings more than 15 years of executive leadership spanning government, health care, and community systems. As Executive Director of Manitoba’s Social Innovation Office, she led a cross-government team that designed and implemented innovative, outcome-based initiatives addressing systemic challenges in mental health, housing, and employment. Under her leadership, Manitoba launched numerous collaborative service projects, advancing community well-being through partnerships with Indigenous-led organizations, government, non-profits, and the philanthropic and private sector.

“We welcome Teresa’s leadership as CMHA Manitoba and Winnipeg continues its mission to advance mental health, well-being and recovery across Manitoba,” said Annette Alix Roussin, Chair, CMHA Manitoba and Winnipeg Board of Directors. “Her strategic approach will support continued growth and enhance CMHA’s impact in Manitoba.”

Earlier in her career, Teresa led mental health service programs within the Winnipeg Regional Health Authority, including the Crisis Response Centre and Shared Care Mental Health program. She holds master’s degrees in psychology and leadership and is widely recognized for her ability to unite diverse partners around shared outcomes and measurable impacts.

“It is a privilege to lead CMHA Manitoba and Winnipeg into its next chapter as we continue to make meaningful change on mental health across Manitoba,” said Teresa Dukes. “Together with our board, staff, and partners, we will continue to be responsive in the community, focus on innovation and ensure Manitobans have access to services and supports that enhance their mental health and well-being.”

CMHA Manitoba and Winnipeg also acknowledges the leadership of former Chief Executive Officer, Marion Cooper.

“After 10 years of dedicated leadership and impactful service, we thank Marion Cooper for her lasting contributions to CMHA Manitoba and Winnipeg,” said Annette Alix Roussin. “As Marion transitions to her new role as President and Lead Executive Officer of CMHA National, we warmly welcome Teresa Dukes and look forward to her leadership in the years ahead.”

Teresa will join the organization as Chief Executive Officer on November 12, 2025.
